Vision to Practice: Setting a New Course for Early Childhood Governance

This report is the result of an exploratory study on governance building efforts to create comprehensive early care and education systems. The authors interviewed 20 state and national leaders with experience in systems building about three common beliefs: governance can exist across a comprehensive early childhood system, a shared conceptualization exists about what cross-system governance should accomplish, and decisions about governance structures should follow decisions about their function.
